Out-of-state residents can ‘participate’ in the Iowa caucuses, but they can't vote in them

Casey DeSantis called on out-of-state residents to “participate” in Iowa caucuses; she later said she did not mean they can vote. It’s not unusual for residents from other states to represent candidates at the Iowa caucus or on the ground in the final days.
